Application Permits

ZAO Prochnost, a leading Russian organization in the field of the expertise of the industrial safety in metallurgical industry, offers its services for obtaining permits of the Russian Federal Environmental, Technological and Nuclear Supervision Service  (Rostekhnadzor) for application of technical devices at hazardous production facilities.

In accordance with the federal law "On Industrial Safety of Hazardous Production Facilities" (No 116-ФЗ dated July 21, 1997), Rules of Application of Technical Devices at Hazardous Production Facilities approved by the Russian Federation government decree No 1540 dated December 25, 1998 a technical device at a hazardous production facility should have a permit for its application.

The permit for application is issued by the Russian Federal Environmental, Technological and Nuclear Supervision Service  (Rostekhnadzor) on the basis of the technical documentation and the industrial safety expertise report. The order of submission of necessary documents and obtaining permits for application is determined by the Administrative Rules of Rostekhnadzor for Issuing Permits for Application of Technical Devices at Hazardous Production Facilities.

The permit for application may be issued:
- for a one-of-a-kind technical device
- for a lot or a type of technical devices
- for a complete technical device.

The period of the permit validity is set:
- for five years for a specific type of technical devices
- in accordance with a determined service life for a one-of-a-kind technical device.

The permit for application is a basic document the lack of which makes it impossible to commission technical devices at hazardous production facilities.
